ENVIRONMENTAL IMPACT STUDY
Central Solar Fotovoltaica com Armazenamento para a IDAM de Águas de Porto Novo 729 kWp/669 kWh
Os consultores adotaram, portanto, uma abordagem quali-quantitativa aos impactes que possam advir com a implantação do projeto, tendo como base os anexos presentes no Decreto-lei nº 27/2020 de 19 de março, mas também, a aplicação de uma adaptação do método Matriz de Leopold (1971), que identifica de forma simples os problemas ambientais que fazem parte de qualquer processo, além de mostrar os efeitos das atividades desenvolvidas sobre as variáveis ambientais.
Após a aplicação do método Leopold (e ainda listagem de impactes), foi elaborada, como sugerido pelo Decreto-Lei nº 27/2020 de 19 de Março, uma determinação da avaliação de risco.
Adoramos trabalhar com esse cliente e mal podemos esperar para trabalharmos juntos novamente em projetos futuros.

NON-TECHNICAL SUMMARY

The Non-Technical Summary (RNT) is a translation of the Environmental Impact Study (EIA), aiming to present the project's information in easily understandable language. It outlines the project's pros and cons and the environmental outcomes linked to its execution. This summary was also created for Águas de Porto Novo.
Our team dedicated several months to this project, and the outcome was remarkable. Through maintaining clear and open communication, Noctiluca engaged across all aspects, ultimately contributing to securing the project's environmental authority license.

TECHNICAL PROPOSAL - CREATION OF THE MARINE PROTECTED AREA OF CALHAU
São Vicente – Cabo Verde
The proposed Marine Protected Area in Calhau is distinguished by its distinct underwater and marine landscapes. It is a singular representation of marine complexity across all domains, encompassing biophysical, geological, social, and cultural dimensions on the island of São Vicente.
Noctiluca has drafted a management plan proposal, which has been submitted to both the Ministry of Agriculture and Environment and the Ministry of the Sea. The proposal is currently in progress and is anticipated to be finalized and implemented by 2024.

MONITORING THE PREPARATION OF THE PROTECTED AREAS MANAGEMENT PLANS

The team worked as a project management unit (PMU) of the National Directorate for the Environment - Integration of Biodiversity in Tourism project, providing its service in the monitoring of various activities, including Management Plans for more than ten protected areas in Cabo Verde, elaboration of Decree-Laws for the conservation of emblematic species and coordination of training in Management of Protected Areas.

PROPOSAL FOR THE CREATION OF A PROTECTED AREA
Cabo Verde Ecological Corridor
Utilizing qualitative exploratory methodologies, this study employs a combination of bibliographical research, analysis of available documentation, and in-situ monitoring of marine biodiversity in the João Valente bank. A team of national biologists with interdisciplinary expertise undertakes this comprehensive approach. The primary objectives outlined in this document are as follows:

To conduct an assessment of the marine fauna and flora within the region.

To analyze the significance of existing resources for biodiversity conservation, mainly focusing on the seamounts within the area.

To evaluate the resources and stakeholders involved in artisanal, semi-industrial, and industrial fishing, encompassing the oceanic zone's direct and indirect users as the target audience.

ENVIRONMENTAL MANAGEMENT PLAN

The Environmental Management Plan (PGA) proposed for the Solar Photovoltaic Plant project intends to constitute, by the provisions of Decree-Law No. 27/2020 of March 19, “an instrument that ensures that the construction and operation of the Project are carried out based on responsible practices, by environmentally acceptable standards and compliance with legally established requirements.”
In this way, the EMP will systematize the mitigation measures, additional studies, and monitoring programs proposed in this EIA, with clear guidelines and responsibilities, which must be transposed and developed in the project's Environmental Management System, which the promoter must develop and implement for the construction, exploration, and decommissioning phases of the project.
